The system of residence permits in Montenegro is regulated by the Law on Foreigners. In 2025, rules have significantly tightened for those obtaining residency through real estate investment or business. The goal of the reforms is to stimulate real economic contribution and eliminate shell companies.

A temporary residence permit (privremeni boravak) is issued for up to 1 year with the right of annual renewal. After 5 years of continuous residence, a foreigner can apply for permanent residency (stalni boravak).

Important: A residence permit may be revoked if you are absent from the country for more than 30 consecutive days without notifying the authorities or more than 90 days in total during the year.

Major Changes in 2025

New financial thresholds have been introduced for applicants:

  • Real Estate: The minimum property value for obtaining a residence permit is now €200,000. Existing holders have a 12-month transition period to adapt to the new conditions.
  • Business: The company (DOO) must prove activity. Tax payments of at least €5,000 per year.

Benefits for EU Citizens

Rules remain lenient for citizens of EU and EEA countries: the €200,000 property threshold and minimum tax requirements for business do not apply to them.

Popular Types of Temporary Residence Permits

1. Residency by Real Estate

Suitable for investors and retirees. Ownership of residential or commercial property without debts or encumbrances is required.

  • Minimum threshold: €200,000 (for new applicants).
  • Proof: Cadastral certificate (list nepokretnosti).
  • Right to work: None.

2. Residency by Business (Company Formation)

Suitable for entrepreneurs. It is necessary to register an LLC (DOO) with a capital starting from €1 and appoint yourself as the director.

  • Condition: Ownership of at least a 51% share.
  • 2025 Requirements: Proven activity through taxes (€5,000/year) or job creation.

3. Residency Based on Employment

Issued based on a contract with a local employer. Includes a work and residence permit. There is also a seasonal option (up to 6 months per year).

4. Digital Nomad Visa

For remote employees of foreign companies (non-EU/EEA).

  • Income: At least €1,446 per month.
  • Term: Up to 2 years, renewable up to 4 years.
  • Restriction: Does not grant the right to permanent residency in the future.
Lifehack: Income of digital nomads from foreign sources is not subject to income tax in Montenegro.

5. Family Reunification

Spouses and minor children can obtain residency based on the main holder (sponsor).

The Ministry of Interior (MUP) conducts strict checks for sham marriages, verifying cohabitation and the history of the relationship.

General List of Documents for Submission

A standard package is required for all types of residency:

  1. Passport: Valid for at least 15 months at the time of application.
  2. Police Clearance Certificate: From the country of citizenship (no older than 6 months).
  3. Proof of Accommodation: Rental agreement or certificate of ownership.
  4. Health Insurance: For a minimum of 30 days.
  5. Financial Guarantees: A deposit in a Montenegrin bank of €3,650 (calculated at €10 per day). Requirements for investors are higher.
  6. Receipts for Fees: €25–50.

Application Procedure

  1. Submit documents in person at the Ministry of Interior (MUP) at the place of residence.
  2. Biometrics (photo, fingerprints).
  3. Processing time: 40 to 60 days.
  4. Renewal: Application must be submitted 30 days before the current permit expires.

Permanent Residency (PR)

After 5 years of holding a temporary residence permit, you can apply for permanent residency (stalni boravak).

  • Requirements: No long-term absences, clean record, basic knowledge of the Montenegrin language.
  • Benefits: Unlimited stay, equal rights with citizens (except voting), a path to citizenship after 10 years of total residence.
