Residence Permit in Montenegro (Boravak): 2025 Rules and Changes
The system of residence permits in Montenegro is regulated by the Law on Foreigners. In 2025, rules have significantly tightened for those obtaining residency through real estate investment or business. The goal of the reforms is to stimulate real economic contribution and eliminate shell companies.
A temporary residence permit (privremeni boravak) is issued for up to 1 year with the right of annual renewal. After 5 years of continuous residence, a foreigner can apply for permanent residency (stalni boravak).
Major Changes in 2025
New financial thresholds have been introduced for applicants:
- Real Estate: The minimum property value for obtaining a residence permit is now €200,000. Existing holders have a 12-month transition period to adapt to the new conditions.
- Business: The company (DOO) must prove activity. Tax payments of at least €5,000 per year.
Benefits for EU Citizens
Rules remain lenient for citizens of EU and EEA countries: the €200,000 property threshold and minimum tax requirements for business do not apply to them.
