In 2026, Montenegro's air traffic is served by around 17 low-cost airlines. The market is clearly divided between two airports: Podgorica (TGD) handles 78% of traffic and operates year-round, serving the capital and expats. Tivat (TIV) focuses on seasonal tourism and beach holidays.
Flight prices start from €14–18 one-way (without luggage), but in the high season (May–August) costs increase significantly.
Main Low-Cost Airlines
Wizz Air
A key player in the Montenegrin market, especially after opening the Podgorica base. Main hub — Podgorica Airport.
- Destinations: Budapest, Dortmund, Memmingen, Milan, Rome. Network expansion to Eastern Europe is expected.
- Features: Lowest base fares (from €14).
- For expats: It is strongly recommended to join the WIZZ Discount Club. It pays off from the second trip (discount €10 per ticket and €5 for luggage).
Ryanair
Flies to both airports in the country, but with different seasonality.
- Routes: London, Brussels, Polish cities (Krakow, Gdansk, Wroclaw) and Germany.

- Luggage: Rules are very strict. Only small hand luggage (40x20x25 cm) is free. Any wheeled suitcase — paid.
Pegasus Airlines
Turkish low-cost airline connecting Montenegro with Asia and the Middle East via Istanbul.
- Routes: Istanbul (Sabiha Gökçen), Ankara, Izmir. Flies to Podgorica and Tivat.
- Prices: Usually higher than European low-cost airlines, in the range €30–50.
- Note: A good alternative to Turkish Airlines if you need to get to Turkey or transfer to third countries.
easyJet and Norwegian
Primarily focused on seasonal tourism in Tivat.
- easyJet: Flights from the UK (Bristol, London, Manchester) and Switzerland (Geneva).
- Norwegian: Flights from Scandinavia (Oslo, Copenhagen, Helsinki). Tickets are expensive, starting from €80.
Vueling
A new player on the route. From March 2026, it launches Barcelona — Podgorica flights (2 times per week).
Seasonality and Prices
Ticket prices directly depend on tourist flow:
- Low season (April–June, September–October): Optimal time for flights. Tickets are cheap, weather is comfortable.
- High season (May–August): Prices are at maximum. Low-cost airlines may cost as much as regular carriers.
- Winter: The number of flights to Tivat is reduced to a minimum, main activity — in Podgorica.
Logistics: Passenger Tips
- Luggage: On Wizz Air and Ryanair flights, hand luggage dimensions are strictly controlled. If the bag does not fit the sizer, the gate fine can be up to €50.
- Visas: Montenegro is not part of Schengen. Having a Schengen visa is not mandatory to enter the country (depends on citizenship) but may be required for transfers in Europe.
